About the Commission

Overview

The Sooke and Electoral Area Parks and Recreation Commission (SEAPARC) provides recreational facilities, programs and activities for the community. SEAPARC is a partnership between the District of Sooke and communities of Otter Point, Shirley, Jordan River, and East Sooke with the Juan de Fuca Electoral Area. SEAPARC receives its funding from property taxes and user fees.

Their main facility is the SEAPARC Recreation Centre, which has:

  • A three pool aquatic centre
  • An ice rink
  • A weight room
  • A fitness studio
  • A multipurpose room
  • A Boardroom
  • A sports field
  • A bike park

Additional outdoor facilities located offsite include:

  • A skate park
  • An outdoor sport box
  • A golf course

SEAPARC serves the residents of these areas by offering various recreational programs and activities.

Commission Activities

The commission manages services at the SEAPARC Recreation Centre and offers recreation programs for the District of Sooke and the western portion of the Juan de Fuca Electoral Area. The Commission oversees an administrator and staff, who are employees of the Capital Regional District (CRD). The Commission also creates an annual budget and suggests policies, regulations and fees to the CRD board.

Meetings

Regular meetings of the Commission take place at SEAPARC and are open to the public. Meetings are also held at the call of the Chair. Agendas and Minutes are posted for each meeting. Regular meetings are scheduled on the first Tuesday of each month at 6:30pm in the SEAPARC Board Room, unless otherwise posted.

Commission Members

The Commission is made up of elected and appointed representation from the areas of District of Sooke and Juan de Fuca Electoral Area (Otter Point, Shirley, Jordan River and East Sooke). 

  • District of Sooke: Two council members and two community members nominated by the District of Sooke
  • Juan de Fuca Electoral Area: The JDF Regional Director and one community member nominated by the JDF Regional Director
  • Youth Member: One youth member, a community member of Sooke or JDF Electoral Area, nominated by the Highschool Principal

Nominated community members are appointed by the CRD Board.
